In the same vein, the Financial Times is reporting that, according to White House estimates, "only $3bn to $5bn of the bill – less than 1 per cent – counts as special interest spending."

Senator Vitter has offered an amendment that would strike $35 billion in funding that is not focused on creating jobs to help stimulate the economy. Targeted for elimination by Vitter:
- $20 million for the U.S. Fish and Wildlife Service to remove small and mid-sized fish barriers
- $1 billion for the 2010 census
- $600 million for the federal government to purchase energy efficient vehicles
- $500 million for NASA climate change studies
- $850 million to bail out Amtrak
- $100 million for the Department of Defense to purchase hybrid vehicles
- $2.25 billion for groups engaged in neighborhood stabilization programs, such as ACORN and other entities
Don't forget other questionable projects, like the:
- $2 billion earmark to re-start FutureGen, a near-zero emissions coal power plant in Illinois that the Dept. of Energy defunded last year because the project was inefficient
- $650 million for the digital television (DTV) converter box coupon program
- $1.4 billion for a rural waste disposal programs
- $110 million to the Farm Service Agency to upgrade computer systems
- $6 billion to turn federal buildings into "green" buildings
- $248 million to buy furniture at the new Dept. Homeland Security building
- The list goes on.
