These top 20 represent 4% of Congress, but account for 16% of earmarks.

15 of the 20 are on the Senate Appropriations Committee. As McCain says, there are Republicans, Democrats, and Appropriators.
Only ones I did not see on listed at the Appropriations webpage were: Inhofe, Casey, Harry Reid, Schumer, and Domenici. And I'd guess that the five are up for re-election in 2010. Hey, they take care of themselves.
