Rep. Don Manzullo (R-IL) introduced the New Automobile Voucher Act of 2009. Under the bill, vouchers worth $5,000 would be redeemable toward the purchase of a new car. The program would be run by Treasury. Price tag of the legislation: $75 billion.
This tops Sen. Feinstein's "Cash for Clunkers" proposal, which had a reported cost of $2 billion a year.
