Is Dick Durbin too Cynical?

Ok, perhaps I'm too cynical but maybe Illinois Senator Dick Durbin is too. In response to reports that Kentucky Senator Jim Bunning wants legislation posted online for 72 hours with a CBO estimate before the Senate votes on it, Durbin responded: "They dream up new ways to slow things down every week." Maybe one can't be too cynical inside the Beltway, but is more information and more time to understand what's being voted on really all that bad?
